I. Challenges to Black Recruitment
i. From the beginning of the war, large numbers of Union blacks rushed to offer their service to the Union army, but initially found their patriotism rebuffed. White military officials offered a florilegium of reasons for refusing to enlist blacks. They said blacks were a servile race and thence cowardly, that they would easily surrender information and weapons to the enemy, that they would undermine the morale of sporty soldiers, and that they would return demanding citizenship that would be difficult to deny. Initially the North was non willing to chance to possibility of enlisting African American soldiers who would claim the rights of a citizen.
ii. William Lloyd Garrison and Wendell Phillips declared that it was cruel to dismantle blacks of the opportunity to fight for the freedom of their brothers and sisters. While white northerners objected to contend for the freedom of blacks when blacks themselves were not fighting. Many citizens did not want blacks exhausting the Union uniform; they felt that was a privilege close for citizens.

Lincoln feared that the B parliamentary law States would drive a policy arming blacks and that most northern whites would be alienated. He therefore gave no consideration to arming them until the springtime of 1862. In October 1861, the secretary of war had authorized Brigadier widely distributed Thomas W. Sherman to employ fugitive slaves in such services as they may be fitted forwith such organization as you may deem most beneficial to the service; this is however, not being a general arming of them for military service. Sherman adamantly refused to arm former slaves, preferring to use them in service roles such as cooking, laundering, digging ditches and burying the dead.
